Job Description - Building Officer/Code Enforcement Official
Duties of the Building Officer/Code Enforcement Official
Appointed by the Mayor to provide the following administrative duties to aid and ensure compliance with adopted laws in the City.
Chapter 12 Zoning Code
●Administer and enforce Zoning Code by the grant or refusal to grant permits and Occupancy Authorization.
●Develop forms and rules as necessary to assist in the administration of the zoning code
●Provide due process by coordinating appeals with Board of Zoning Appeals
●Gather and provide information for Planned Developments and Subdivisions to the Planning Commission for zoning consideration to assist them in providing a plan for uniform land use and development.
●Assign addresses for new and undeveloped premises.
●Maintain files of activity and communications of the department.
●Serve as the Mayor’s representative to the County Planning Commission
●Review developments for Flood Plain compliance
Chapter 14 Building Code
●Administer and enforce the following adopted building and housing codes within his or her discretion and reason in order to conform to current local conditions and standards:
1.BOCA National Building Code
2.Ohio Basic Building Code
3.National Electric Code
4.Ohio Basic Mechanical Code
5.Ohio Plumbing Code
6.Model Energy Code
7.CABO One and Two Family Dwelling Code
8.BOCA Property Maintenance Code
9.Ironton Building Code Chapter 14 including Off-Street Paring and Signs
●Inspect work for compliance with codes
●Oversee administration of CHIP Grants for Owner/Rental Rehab and Demolition to insure compliance with HUD, Title 8 and Ohio Department of Development program requirements
●Provide due process by coordinating appeals with the Building and Property Maintenance Appeals Board
●Maintain building and housing files of permit activity, communications, appeals and findings, notice and orders issued for compliance
●Report to the Mayor, as required, the condition of City owned land and structures
●Report permit activity and housing activity to the Mayor
●Develop forms, rules and regulations to assist in the administration of the building and housing codes
●Receive and investigate complaints concerning properties
●Assist and coordinate with the Fire Inspector by follow-up permit issuance for repair and demolitions to insure compliance with codes
●Assist and coordinate activities with the Health Commissioner to monitor and insure compliance with established health and safety codes ●Prepare budget for the building division
●Provide certification of code compliance for electrical services to American Electric Power.
●Provide information necessary and coordinate meetings of the Design Review Committee for compliance with established guidelines for community reinvestment areas.
●Provide support toe Engineering Department as necessary for special/grant project inspections and sidewalk, curb and excavation permits as needed.
●Provide assistance to the City Engineer in developing plans and Specifications for City owned property, maintenance and Capital Improvement.
Duties of the Building/Code Enforcement Assistant
●Deliver by voice, fax, e-mail, US mail information requested to assist in proper completion of various permit applications
●Monitor land transfers by the County Auditor for Zoning Compliance
●Provide assistance to applicants for applications of various permits
●Receive complaints and schedule inspections for verification and compliance
●Review plans for zoning compliance
●Record and file permit applications.
●Prepare correspondence for various committees of appeals and schedule meetings
●Maintain lists of licensed contractors and vendors
●Provide support and prepare communications for backflow prevention program
●Fulfill the duties of the Building/Code Enforcement Officer in his or her absence
●Executes property searches through the County Auditor to identify and verify ownership, lots of record and recorded land use.
